Car rental firms 'need regulation change'

Small firms based in the car leasing firms are in need of red tape to be cut, perhaps to reduce their chances of a winding up order.

Jay Parmar, Legal and Policy Director for the British Vehicle Rental and Leasing Association, stated that the Continuous Insurance Enforcement legislation has to be changed in order to amend the burden felt by companies in the sector.

"All [the government] is doing is creating bureaucracy and paperwork by holding our members where there's a commercial agreement in place with the individual to be held responsible for insuring the vehicle," he said.

Mr Parmar added that new pieces of regulation are set up with the best of intentions, although he called for a review after the rules are introduced to test their efficacy.

A Spokeswoman for the Federation of Small Businesses recently said the organisation has conducted research showing more than a quarter of companies claim red tape is holding them back from employing new staff.
